Consular Officer - Ibiza (Ref. ESP647)

Introduction
The British Consulate in Ibiza is looking for a Consular Officer, to join their dynamic, and experienced consular team and ensure a high quality, professional and efficient consular service to visiting and resident British nationals in Ibiza. With a customer base of over 300,000 British residents and over 15 million British tourists each year, Spain is the FCO’s busiest and highest profile consular operations. The main purpose of the job will be to attend British Citizens in person, by telephone and by email whilst dealing with a range of consular cases such as hospitalisations, deaths, welfare cases and prison visits whilst being fully engaged and proactive as a member of both the consular and wider Network teams.
Main Duties / Responsibilities
Assistance
- Provide consular assistance to British nationals in cases of hospitalisations, mental health, deaths, victims of crime, financial assistance, welfare, and to handle detainee casework, including reporting new detention.
- Back up to Vice Consul for prisoner casework and when required second point of call for prison visits.
- Ensure correct completion of Vulnerability Assessments, adapting level of service appropriately.
- Monitoring cases and taking timely follow-up action, where necessary.
- Keeping Casebook notes and trackers up-to-date.
- Consistently promote high customer satisfaction levels, evidenced by compliments and the absence of substantiated complaints relating to casework handling.
- Build relationships with internal and external partners.
- To act as back up for counter work when necessary.
- Deal with and approve ETD applications and take part in cold call system when needed.
- Provide support/guidance to A1 and Summer Relief staff.
- Assist in developing induction programme for new staff, in line with FCO objectives. Deliver training sessions/shadowing opportunities for new staff as required.
Prevention and Crisis (PC)
- Offer support to P&C officer, collect anecdotal information/case studies for possible campaigns.
- Build and maintain contacts at appropriate for future campaigns.
- Assist in organisation of outreach events, to feedback information relating to any trends identified from cases.
- Help prepare for crisis handling and implement Crisis Management Plan as and when activated.
Network/Projects
- Actively contribute to SEN Consular Network changes/projects. Cascade/share information as appropriate and ensure all deadlines are met.
Required Experience & Skills
Essential:
- Proven experience in a Consular or Customer service handling;
- Excellent communication and customer service skills;
- Excellent interpersonal skills, ability to work collaboratively with colleagues in Spain and the UK as well as the public;
- Attention to detail, strong analytical perspective and problem solving skills;
- Ability to work at pace and prioritise, managing an often heavy workload;
- Excellent communication skills – written and oral – Fluency in both English and Spanish (a minimum of C2 level**);
- IT skills (Outlook, PowerPoint, Word and Excel);
- Occasional travel may be required and driving licence will be preferred;

Desirable:
- Experience of assisting British nationals overseas;
- An understanding of the issues that British nationals (tourists and residents) may face in Ibiza.
- University degree.
Terms and Conditions
This is an indefinite position of 6 months every year on a recurring basis for similar periods each year, subject to a suitable performance appraisal. The working hours are 37.5 hrs per week.
The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period and should be available to start working as soon as possible from April 2016.
The gross monthly salary is € 2.081,08, paid at a locally engaged A2 level.
The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy/Consulate based on gross annual salary.
Regarding taxation, the Consulate in Ibiza is part of the British Mission in Spain, and as such supervised by the British Embassy. The Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of Spanish income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.
